Subsurface Utility Engineering is a discipline dedicated to the
location and mapping of utilities. The need to locate and map the
underground infrastructure has never been so important and every
professional who is involved with design or construction is required
under CI/ASCE 38-02 to locate and map all underground facilities on
each and every project nation wide. BSI Engineering, Inc. was
founded by James F. Noone, P.E. for this very same reason.
Over the past two decades, facility owners both public and private
have downsized the utility departments and the record keeping
departments. Reliable existing conditions plans or utility
“As-Builts” are hard to come by and to begin work on any design or
construction project without verifying the presence of underground
utilities is poor Risk Management.
One Call centers and contract owners are not a service that can be
used for design and they certainly do not document the buried
infrastructure. In fact, many projects do proceed without any
subsurface utility investigation and in turn many pay the price.
Moreover, BSIE has never worked on a project where the One-Call
Center marked all the lines correctly or, on a project where the
Existing Site Plan documented all the underground structures.
As of result of BSIE’s services many of our clients have enjoyed the
luxury of zero accidents, claims, no construction change orders and
quality design products. Many others have found our services after
major accidents or change orders rendering the hard reality that
Subsurface Utility Investigation is as important as any Geotechnical
or Environmental Investigation, primarily, at the preliminary
